Description: The T.E. Harman Center is named after T. E. Harman, who was elected as the first Mayor of Sugar Land on Dec. 15, 1959. He served for two terms, from 1959-1961 and 1964-1968. Harman was responsible for many groundbreaking accomplishments while Mayor, including the creation of a city council building, plumbing and electricity codes, the city police force and a comprehensive plan in 1961 that paved the way for zoning. “Times will change and we must make room for progress.” – T.E.
